ABSTRACT    

      SMEs (small and medium enterprises) make the backbone of an economy, and with the encouraging policies of the Chinese government, the registered SMEs have risen from 12 million in 2013 to 34 million in 2018. Unfortunately, a great proportion of them (50%) vanished within in five years. We posed the question why so many SMEs fail in China? We explore the perceived causes of SMEs failure from the perspective of future entrepreneurs—business and management students as main respondents. Beginning with economic and normative reasons, we used institutional theory as a framework. The data from this qualitative researched 939 interviews over the years. For the analytical purpose, we used rhetorical context to analyse the situated-attention of the respondents in two steps. First, we used a coding processes to identify categories of economic and normative reasoning. Second, we quantified these coded categories for descriptive statistics. The combined analysis added internal and external dimensions to the economic and normative reasons, leading to four distinctive parts. Each parts consists of related factors. Hence, we identified 16 factors as perceived causes of SMEs failure in China. Based on these findings, we contributed in three ways. First, provide a framework for a survey instrument. Second, we contributed to the dominant logic argument that attention leads to interpretative response. Third, we contributed to institutional theory that multiple logics influence interpretative evaluation of future entrepreneurs. Therefore, we conclude that the views student and non-students reflect the perceived uncertainty of the SMEs, and it has implications for the SMEs start-ups, government policy and academic research.Keywords: Small and medium enterprises, SMEs failure in China; Students future entrepreneurs; Institutional theory; Internal and external causes; economic and normative logic.
